George makes some excellent points, and I understand his concerns. I do think 
there is a lot of merit to an internal process (for now), but one that actually does 
something. The wording in the 309 didn't make George uncomfortable, because
it was information-based. Can you, Josie and I sit down later this week and discuss 
this more completely? I want to make sure we have the right niche carved out 
for MCP funding in light of everything else that's going on. MPA task is in the ocean 
management section of this attached file, which is at the very beginning of the 
report. There is at least one hardcopy circulating on this side of the street and 
LL has some extras if you don't wanna mess with printing this out. Thanks.
