At Craig's suggestion I spoke with Justin Kenney at CEQ who referred me to Ellen Athas with whom I left a message - NOAA does not have a position on this specific proposal for a Gulf of Maine International Ocean Wilderness. However, in general NOAA supports the creation of a network of MPAs in the Gulf of Maine that protect biodiversity and help replenish fisheries. - -his net-,,:ork should be carefully developed using a community-based process involving all interested and affected stakeholders. - The design of the network should be based on the best available science. NOS has been building a comprehensive database on Gulf of Maine ocean resources and would gladly make it available for this process. - It may be appropriate for the soon to be created MPA Advisory Co=ittee to consider this proposal as a high priority. Are you OK with these revised talking points? - The proposal is currently being considered by the White House Council on Environmental Quality. They are in the process of gauging the reaction of various stakeholders to this proposal and the impacts it might have on them. - The proposal is innovative and protects a range of significant habitats. - In general, NOAA supports the creation of a network of MPAs in the Gulf of P%aine and the National Ocean Service would be interested in participating in the design and implementation of such a network. - N^vS believes the network should be created through a community-based collaborative process involving all interested and affected stakeholders. - The proposed GOPr:' International Wilderness could serve as the backbone to this network of MPAs. - _7~ may be appropriate for the soon-to-be-created U.S. MPA Federal Advisory Committee to consider this proposal as a high priority. - In the short-term, since MPAs were identified as a high priority issue at the NOA.ti!GOM Council workshop it would be appropriate for the MPA subgroup to consider this proposal.
