:e: fwd- ACTION: Gulf of Maine IWemational Ocean Wilderness FOIA Request] Subject: Re: [Fwd: ACTION: Gulf of Maine International Ocean Wilderness FOIA Request] Date: Tue, 30 Jan 2001 22:08:23 -0500 From: "Joseph Uravitch" Organization: OCRM To: Kathy.Hill@noaa.gov CC: John King , Katie Geenen Kathy, what files exist are mine as NOS's MPA Coordinator. I've attached my phone/work logs for December 2000 and January 2001 and highlighted the references to the Gulf of Maine wilderness proposal. That's all I have. ----------------------------------------------------------- DECEMBER 2000 December 20, 2000 MCBI - Ted wants me to contact Amy Mathews-Amos about Gulf of Maine - reported back to Ellen Athas at CEQ and David Festa at DOC - spoke to groups in November in the area who were opposed - if there's to be one in the region to represent different habitat types, won't come from ground up, needs national interest in it as an important goal, groups have always broken down in the past higher level - want to start a process before this administration leaves to start a public process - when, how and where ; David Festa's idea - establish a Secretarial Commission of Stakeholders- offshore lobsterman of ME and NH, spoke with Sen. Snowe's staff- talk to ME fisherman - how could it happen through the Dept, of Commerce - what's the legal structure and authority to do this? Put out a Federal Register Notice asking people what's the idea? How's next Administration going to respond? Perhaps a few public meetings or hearings similar to Hawaii - even if no action taken it would still be within this Administration. Got DOC interested. 3 public meetings in January. Want a forum for a range of citizens including - Back to proposal to create a National Monument and hold meetings - Core "no take" with buffer for "no trawl zone with no trawls/no dredge". Is a mega transect crossing a large variety of habitats - banks, basins, canyons, abyss - scallop fisheries would be helped - she's going to get back in touch with Festa. December 26, 2000 December 27, 2000 December 28. 2000 ========================================= JANUARY 2001 December 28. 2000 January 2, 2001 Amy Mathews-Amos - Marine Conservation Biology Institute - spoke with David Festa - charged Margaret Davidson with authorities, working out the details 703-465-5959 - wants to move forward with a Commission - has spoken with Ted. WRC - Dave Hartman - Gulf of ME issue - is not yet a major Council agenda item, states would have a concern about this - was proposed in New Brunswick as joint US and Canada in September 2000. Likes the idea to diffuse the problem of the boundary line, plus off limits to draudn2 to recover. Would like to pursue in the long term, but jointly January 3, 2001 • ??Keeley - spoke with Amy Matthews-Amos - is sending summary to Keeley - "surprised about NOAA establishing a Commission" - what's that about? =========================================== JANUARY 2001 January 4, 2001 January 5, 2001 American Oceans Campaign - Phil Kline - Amy asked to call about Gulf of Maine - explained where we are with the process, why a Commission won't work (Jeffrey's Ledge - ); said Canadian side is interested - said I'd suggest them to Schubel and Keeley, mentioned NH and ME potential support MCBI - Amy Matthews-Amos - called her to update on Gulf of Me - mentioned calls with Kline, and work to keeley and schubel recommending they be on, and NOS sponsorship. - seems amenable. GOM Workshop - sent e-mail to Schubel, Keeley, Davids0on, Lillestolen and Jans on putting Amy and Phil on planning group, offered my help.
