Hi everyone,

I shared the proposed NOAA response on the GoM Ocean Wilderness letter 
to Clinton with Ellen Athas at CEQ.	She did not like that the proposal 
was being directed to a WG in the Gulf of Maine. The proposal advocates 
had met with her and other agencies representatives (including NOAA: 
Sally Yozell and David Festa from DOC) not long ago on this proposal. 
The message from that meeting was for the proposal advocates to go out 
and consult with local constituencies (fishing community, congressional 
delegations) to determine their level of interest and support and then 
report back for futher discussion.	Athas felt strongly the response 
should reflect that guidance. I have drafted a new response, attached 
as NGO Responsel. rtf

The original draft is attached for reference. If I do not hear back 
from you by 2:O0 tomorrow afternoon, I will send in the second draft, as
