Good Morning Bill & Matt I received an request to speak with Congressional Representative about a status update on Yachting Solutions (a.k.a Rockland -SAFE Harbor). What is the status for consultations? Below are two draft conditions for the Corps authorization address ESA and EFH concerns from initial talks: 1. All in-water work shall be conducted between November 8- March 15th work window in any given year. No in-water work (dredging or pile driving) is authorized to be conducted between March 16th to November 7th in order to minimize impacts to federally listed species and Essential Fish Habitat. 2. Pile driving shall use a soft start technique in order to minimize potential effects to federally listed species. The soft start technique shall occur as follows: an initial set of three strikes for 15 sec. at reduced energy followed by a 1-minute waiting period between subsequent three-strike sets, followed immediately by pile driving at full rate and energy. The soft-start procedure shall be reinstated any time pile driving ceases for more than 30 minutes. As you know I had a update meeting with the agents and DEP PM last Friday. There was discussion about changing the design slightly, however I have heard anything; so they may have decided not to move forward. The agents did mention that they were going to reach out to both of you (I believe it would be you Matt) about consultation and TOY of Nov 8th – Mar. 15th. Have they reach out to either of you; if so, they were suppose cc me, could you please forward and cc on any correspondences. Thanks.
