Subject: RE: FOIA/Security -- DPS LNG Report

Lee Umphrey is handling press on this. If you get press inquiries, refer them to him.

The document was reviewed by this office and DPS prior to release, and the security matters were general enough such that release under FOIA was appropriate. The policy discussion in Maine is important, and public discussion of policy issues is important, per FOIA.

The federal government has not asked us to re-draw the line we are using for public dialog in Maine. If they do, we'll respond. The communication between the web host and the federal government are matters we can't comment on -- a voluntary request complied with? The federal government might have a different standard for web-based publications, versus other publicly available documents.

If anyone does get explicit requests from the federal government, please update me. Thanks.

Subject: FOIA/Security -- DPS LNG Report
Importance: High

Peter Tabor, reporter with one of the Belfast papers, called requesting comment on his report that Penobscot Bay Watch reports that the Coast Guard/Homeland Security asked Penobscot Bay Watch to remove the DPS LNG security report from his web page. The DPS report includes summary of assessment of security issues at Everett.

His questions were leading toward whether it was appropriate for the Administration to release the report under FOIA.

I declined comment, asking him to call later since I've been on vacation and someone else may have already been handling this, and since he had no primary verification of his rumored Coast Guard concerns. I'll consult with Lee/Kurt before making any comment.

Has Coast Guard/Homeland Security called any of us with any concerns?
