In September of 2006, Maine Governor John Baldacci ordered Maine state prison inmate activist and gadfly Deane Brown to be exiled to the high security Maryland Correctional Adjustment Center (MCAC) in Baltimore, Maryland, in violation of both civil rights law and the Maine and U.S. Constitutions.
